On April 1st, East Kentucky Power filed its 2025 Integrated Resource Plan (IRP) with the Kentucky Public Service Commission.

The integrated resource plan, which is updated every three years, indicates new planned generation sources.

EKPC'S 2025 Integrated Resource Plan identifies 4 new solar projects to be built and owned by EKPC, totaling 321 MW, in the next 5 years:

• a 92 MW solar generating facility in Barren County, KY

• a 80 MW solar generating facility in Casey County, KY

• a 65 MW solar generating facility in Marion County, KY

• a 84 MW solar generating facility in Mason County, KY

These projects are in addition to the EKPC solar facilities approved by the Public Service Commission last year: a 40 MW facility in Fayette County and a 96 MW facility in Marion County.

EKPC’s Integrated Resource Plan also indicates more company-owned solar generation being added in 2029 and 2030, resulting in 983 MW of solar capacity. At this time, it is unclear where the balance of the 512 MW will be located.

Recall that in early 2023, we received a report that EKPC was considering purchasing Geenex-initiated projects in Clark County.

We have advocated, and will continue to advocate, that EKPC respect the determination made by Clark County’s citizens and elected officials that industrial solar is not appropriate in our agricultural zone.

EKPC’s Integrated Resource Plan further identifies 84 active merchant-generation facilities in the PJM queue (as of Jan. 1, 2025) that had requested interconnection to the EKPC transmission system. Of these, 33 projects remain active after the recent decision point in Transition Cycle 1.
